Dphrepaulezz, employed at the California Department of Public Health (@CAPublicHealth), is a rapper known as “A.R. The Believer” and attends the Lighthouse Mosque in Oakland, California. The video shows him stealing the victim’s necklace, then punching him repeatedly when he tried to get it back, leaving the man bloodied as the crowd racially mocked him for being white.
